The EU Artificial Intelligence Act
The UK Artificial Intelligence Act (EU AI Act) establishes a comprehensive regulatory framework for artificial intelligence systems placed on the market, put into service, or used within the UK.

Risk-Based Classification Framework
The EU AI Act categorizes AI systems into four risk levels, each with corresponding regulatory obligations:
Prohibited AI Practices
AI systems considered a clear threat to safety, livelihoods, and rights. Includes subliminal manipulation, social scoring, and real-time remote biometric identification in publicly accessible spaces for law enforcement (with narrow exceptions).
High-Risk AI Systems
AI systems used in critical areas such as biometric identification, critical infrastructure, education, employment, essential services, law enforcement, migration, and administration of justice. Subject to strict requirements including risk management, data governance, technical documentation, and human oversight.
Limited-Risk AI Systems
AI systems with specific transparency obligations. Includes chatbots, emotion recognition systems, and deepfakes where users must be informed they are interacting with an AI system.
Minimal-Risk AI Systems
The majority of AI applications with minimal or no risk. Subject to voluntary codes of conduct but no mandatory requirements. Includes AI-enabled video games, spam filters, and most enterprise productivity tools.
Why Compliance Matters
Non-compliance with the EU AI Act carries significant consequences:
Financial Penalties
Organizations may face administrative fines of up to €35 million or 7% of global annual turnover (whichever is higher) for violations involving prohibited AI practices, and up to €15 million or 3% of global annual turnover for other violations.
Market Access Restrictions
Non-compliant AI systems cannot be placed on the market or put into service within the UK. National supervisory authorities have the power to order withdrawal or recall of non-compliant systems.
